Cooldown Reduction (CDR) was a crucial statistic in League of Legends that reduced the cooldown time of champion abilities. It didn't affect static cooldowns or on-target cooldowns unless specifically stated.

The maximum CDR cap was 40%, which could be increased to 45% with Cosmic Insight. The calculation used this formula: Base Cooldown × (1 − CDR ÷ 100)

CDR could be obtained through three main sources:

  • Items
  • Runes
  • Neutral buffs

Items that provided CDR included:

  • Archangel's Staff
  • Hextech GLP-800
  • Lost Chapter
  • Luden's Echo
  • Seraph's Embrace

Key runes for CDR:

  • Ingenious Hunter
  • Ultimate Hunter
  • Transcendence
  • Cosmic Insight
  • CDR rune shard

Neutral buffs that granted CDR:

  • Cloudbringer's Grace
  • Crest of Insight

Special CDR Types:

  1. Ultimate Ability CDR:
  • Ultimate Hunter
  • Cloudbringer's Grace (These stacked additively with each other but multiplicatively with regular CDR)
  1. Item CDR:
  • Cosmic Insight
  • Ingenious Hunter (These stacked additively)
  1. Summoner Spell CDR:
  • Cosmic Insight
  • Ionian Boots of Lucidity
  • Howling Abyss aura

Maximum CDR Strategy (45%):

  1. Take Cosmic Insight and Transcendence (15% at level 10)
  2. Purchase Ionian Boots of Lucidity (10%)
  3. Buy one 20% CDR item such as:
  • Frozen Heart (2700 gold)
  • Black Cleaver (3000 gold)
  • Luden's Echo (3200 gold)
  • Trinity Force (3773 gold)

Level 1 Maximum CDR: The highest possible CDR at level 1 was 15%, achieved by:

  • Having Cosmic Insight (5%)
  • Getting Crest of Insight from Blue Sentinel (10%)

Each point of CDR had a gold value of 26.67.
